"putting out firers' is dealing with issues that have popped up which may be a problem..
I'm sure you agree, the better management strategy is to prevent fires from starting.

I had two bosses - one told me " And my job is to put out fires"
An idiot
The next boss ( Who disliked boss a - who rode "by the seat of his pants") pointed out that a major part of fire departments is to prevent fires
One of the major lessons in life is that if you plan ahead and prepate you are much better off.
Although the person who works at the last minute thinks that they are very effective - they are not
Their options are severly limited
They spend a lot of time flailing around - wasted energy
If you plan ahead - you can have the luxury of having more options. If problems do occur ( and they will and do) you can slide them in and deal with it
In the putting out fires approach not only do you have project number one to deal with but the immediate problem number 2
Which do you drop ? Often the problem 2 takes precedence because it is immediate.
You will not always be able to plan ahead in strategic planning
Its just your general style

the expression 'putting out fires' refers to reacting to current "urgent matters" and usually indicates a reactive mode ... with good strategic planning, there should be fewer "unanticipated emergencies" (aka "fires to put out") and hence less time and effort on 'fire fighting' and more on core business operations.
