Yes, George Bush has the title of "President" right now but his name does indeed coinside with the phrase cartoon character. You prolly did see him on Comedy central because, honestly he's a joke. You should hear some of his speeches.

Bush is an absolue spitting image of Alfred E. Neumann, the boy from Mad Magazine. If you're not familiar with Alfred, or the magazine, the Internet will provide pictures. It's a spooky resemblance. Alfred's favorite phrase was "What, me worry?" Fits King George the Moron to a T.
