These are the following conditions for a draw in a chess game:

1) If the same position of chess pieces is repeated three times (not necessarily in a row), then it is a draw.

2) There is a rule in chess stating that if a player has only the king left as a (movable) piece, then that player must be checkmated in 50 moves (made by both players). If that player isn't checkmated in 50 moves, it is a draw.

3) The game is forced to be called a draw if both players have insufficient material for a checkmate.

4) Both players run out of their fixed times for a game (unless it is meant to be a timed game).

5) Stalemate (The king of a player is trapped in such a way that the king cannot be moved. The player with the trapped king must not have any other movable piece)

6) One can always accept an offer for a draw.

It depends on your computer. Maybe your computer is wrong, or, it just says the material is equal. That doesn't mean you can't win eventually.

A draw is:

Insufficient material. (No one can ever mate)
Stalemate
Repetition of the same position 3 times, possibly caused by many checks.
Opponent or you fails to mate in 50 moves, in this period no pawn was moved and no piece was taken.
Both players run out of time without anyone claiming.
An agreed draw by both players.

Many things can cause a draw, but this sounds like you have your opponents king surrounded, and the computer cant make a move without putting itself into check, thus it's a stalemate

Depends on what you mean by draw. If it's just evaluating the position as even (ie, no advantage to either side) that can mean there's plenty of play left. But if it says it's a dead draw, it's right (unless it's a very very old program). Computers nowadays know these things. (If you can give an example of a position you had, that might help to answer this--using algebraic notation.)

It means that neither side can put the other side into checkmate or that the board position is the same for three consecutive plays.

It is also a draw if you are down to your King and the opponent fails to put you in mate within 12 moves.
