Just need some ideas for this pro/con side for this debate?

It makes a bit of sense. Iraq in the 20th Century was a piece of geographic fiction to begin with. The British fused together three separate entities into this thing called Iraq. The three entities were the Kingdoms of Mosul, Babylon and Basra. Despite all the turmoil and post-World War Two despotism, the people seemed to keep those three as cultural and ethnic entities. So, three semi-autonomous areas called Kurdistan, North Mesopotamia and South Mesopotamia wouldn't be out of line. Switzerland has managed to keep together people of different cultures and languages together in such an arrangement for centuries. Canada's Federal government, in its relationship with Quebec Province and some of the other provinces with significant francophone population groups has managed to survive as well.

Never try to stabilize a nation until you've conquered it. And then, declare it a territory. Let them vote for state-hood after that.
If you're not willing to do it properly, don't do it at all.
