There is a commercial stripper you can purchase at paint or hardware stores. I find it doesn't work any better then downy fabric softener in warm water. I roll it on with a foam roller then scraped it off after a few minutes of soaking with a two inch wide plastic putty knife. It is a real pain and you have to be careful not to scratch the walls. So make sure to only use plastic putty knife. Then after you have the worst off buy the commercial wall cleaner and give the whole wall a good scrubbing to remove any paste residue.
I just stripped a large room of wall paper and it is a lot of work but well worth it.

I never heard of the fabric softener trick, but it kinda scares me as I would think it would soak into the walls and keep the paint or future wallpaper from sticking properly, as it is a bit oily. Oils are great at breaking down glues, but you have to think ahead.
There are commercial products available, but none are any better that plain vinegar. Here's the trick- You have to rough it all up to get it to soak in fast. Buy what's called a Paper Tiger. It's just a skritchy thing that roughs up the surface to let more fluid in. Work in patches. Rough up a spot and soak it with vinegar. Then rough up the next patch and spray that with vinegar. By then, the last patch may be ready to scrape. if not, rough up another patch and soak it. Stop occasionally to rewet the areas.
Bottom line, it's a lot of work, but do this and you will develope a system and by the time you're done you'll be the fastest paper stripper around.

I have removed a lot wall paper and have found nothing works better then 1 cup of vinegar in a gallon of water. Use a spray bottle to soak paper and or glue. The paper will come off easy, leaving a layer of glue. Keep soaking the glue to keep it soft and use a wide putty knife to scrap the soft glue off. Use a sponge with the vinegar solution to get the rest or to clean out textures. Be careful to keep any glue that's falls on the floor counters or what ever moist and clean it up as you go. Once the glue dries its hard as nails and sticks like glue.
There is no easier way to do this job. Its easy in nature but an endless pain in the butt.

I've been on the job for 47 years, we've always used "JIff" from Home Depot, paint department. It's made for this and save a lot of work and money.
You mix a pint bottle with five gallons of boiling water and, with a sponge mop go around all the wall paper, wait a few minutes and then do it again, wait again, then do it a third time, by now that paper should be falling off the walls. You can clean the glue off by washing with this liquid and, don't worry about it inhibiting the walls, we've never had that happen, it's made for this purpose.
Forget the vinegar and the fabric softener.

I have used water and vinegar. 50/50 solution in a spray bottle. Spray on generously and let set for a few minutes you should be able to peel or scrap off the paper.

Yes ....you need to go buy a wall paper scorer......rub it on the walls .....then get a steamer.......it heats up and rewets the wall paper, and the stuff peels off easily after that.
