If you're talking about the film where a guy's head explodes in the beginning because the shields aren't down yet, it's Running Man, if not, I'd go with the other suggestions.

There have been a couple of movies out there like that. I think Schwartzenegger was in one...Running Man, I believe...I've only seen that movie once long, long ago so I may be wrong.
