Where does the "rule of law" appear in the U.S. Constitution?

Article I Section 1 assigns the task of making laws to the Congress. The Executive has the task of carrying them out.

There is no reference to judicial review. That was usurped by the corrupt Marshall Supreme Court.

It doesn't. "The rule of law" is a common law concept. It is nothing more than a western society's interpretation of legal guidance.
