Unfortunately, it's now quite rare that an actor will be discovered standing outside a cafe or a movie theatre. Agents don't just walk around looking for the next person. There are a bunch of ways to get yourself noticed - you may have to be a little pushy.
Depends on how old you are too. If you're still in high school, you can attend a few conventions. There's Talent Search America - which I've attended it's very good - or if you're Canadian, Model and Talent Search Canada. (You can still do Talent Search America if you're Canadian, of course.) If the prices are a little too steep for you, you can just throw yourself into the high school drama department, and do as much as you can, including a few student films. Then keep an eye peeled for open auditions, and especially look for background work, as you have to have at least 24 hours of background work for most unions.
If you're out of high school, you could go to university or college to earn a degree in drama, theatre or film, if still possible. If not, then you are free to work your way up in the film industry. Just get a day job, and look for auditions. (Your day job would have to be understanding, of course, so you can leave at any time to go to an audition). Get background work first - any actor has to start at the bottom. It's hard work, and you can't expect to be a star your first movie. You won't get hired, because the casting directors won't know if you can handle stardom. However, if you do audition for a lead, they may ask you to do something that's a little lower if you don't get the lead. If they do, take it, because that's how you get noticed.
It's hard work, but just do anything you can think of to get at least one foot in the door! Good luck!

Yes, OK. But you don't get discovered. You build a career.

How you build it depends on how old you are. Regardless of age, the first thing to do is to perform! Audition for every show that has a role you might play--do community plays, college plays, and (depending on age) high school plays. Most will hold open auditions, call them and ask if there's a role for your type (gender, playing age, skin color).

Also volunteer to do backstage work if there's no acting for your type in a show. As you do these things, you build a network of contacts.

Meanwhile, polish your skills. Take acting workshops, voice lessons, dance class. See if you can learn about stage lighting, costuming, makeup, stage combat, or any other aspect of show biz.

Now; if you're of college age, best thing to do is to get into a good program and earn a bachelor of fine arts degree (BFA) in theatre, concentrating on performance. Note: the usual bachelor of arts (BA) degree in theatre is not good enough! Get into the top BFA program you can wrangle--it can be a challenge, often you must get admitted to the university and then pass a separate admission process--usually involving a live audition--especially for the theatre program. The BFA gives you everything you'll need to work on breaking in to the biz.

If you're [ahem] more mature, then just keep networking and taking instruction and doing as much as you can. Eventually you expand your sights and look for auditions in local or regional professional shows. As you do that, look into the requirements for earning a union membership card in either Actors' Equity, Screen Actors' Guild, or American Federation of TV and Radio Artists. All of these unions recognize each other's members, and their entry requirements are similar.

When you have earned a union card, then you can get into all of the closed auditions where the real paying jobs can be gotten. With a union card and a little experience, you can get legit agents to consider you (and do NOT pay an agent for representation, nor even consider one until after you're in a union! Better you should help that poor Nigerian widow transfer her fortune through your savings account.).

It's a long hard slog. Luck counts for little, talent for some, but the main measure of success is how stubbornly you keep trying. There are no successful professional actors who can be discouraged.

Well you had one good answer. You don't get discovered any more, you have to work hard to build a career as an actor and it takes years of hard work to get a very small part in a film. There are no magical auditions or web sites or agents who can make you an instant star. But if you have your parents' support for becoming an actor and you want to work hard at it, I know how to do it. I help people become actors and I do it for free.
