Milk is the correct answer no matter what the age of the baby. Even toddlers and preschoolers are growing at a very fast rate and need more milk for proper development. Breast milk is better than bottle formula for an infant but formula is balanced and has all the nutrients your baby needs. I did use water when I breastfeed my babies when I was in a public place and needed to buy a little time in order to find a private place to feed my baby. Other than that all the water your baby needs will come from milk.

Until a baby is about 6 months old, all he/she needs is breast milk and/or formula. Even after solids are introduced, breast milk and/or formula will still provide a substantial amount of nutrients to a baby's diet. Water is not a necessity for babies who are receiving all their nutrition from breast milk or formula since both contain all the water a baby needs. When solids are introduced, it is OK to give a baby a little water, but only as a supplement to the breast milk or formula. Even after a baby turns a year old and can be introduced to whole cow's milk, milk still provides helpful vitamins and nutrients. Some water in a cup, especially at snack time for babies over a year old is perfectly fine, but most babies and toddlers will need to drink more milk than water. If a toddler is not drinking much milk he/she should receive calcium through other means such as yogurt, cheese, dark green leafy vegetables, and calcium-fortified foods such as orange juice and breakfast cereals.

You don't say how old this baby is, but a baby under 6 months old does not need any water to supplement their diet of breastmilk or formula. In fact, giving a newborn water may cause them to lose weight since the water will fill them up when it's milk they really want. If you live in a very warm climate, you can occasionally give them water if you know that they are gaining weight as they should be. If you do give a young baby water, make sure it isn't tap water. It contains many minerals/flouride/etc that are too much for a baby's little system to flush and it can cause strain on their kidneys. The best advice is to check with your doctor if you aren't sure.

How old is the baby? If the baby is under 1 yr, they should have mostly formula to drink, with only a little water now & again. If the baby is over 1 yr, they should drink mostly milk, some water, & a little juice.

Milk

After a year old they should start to drink more water. Whole milk can make them gain weight, but maybe use it in moderation. Formula with iron, or breast milk is more Ideal for a baby less than a year old. You can get formula for up to 18 months old as well. I know some women cannot breastfeed for some reason and formula with Iron is good. You put water in formula anyways.

Start with Unsweetened apple juice if you want to start the baby on juice. I would dilute it half juice and half water though. This is for over a year - 18 months+

USE boiled water method when filling up the formula bottles. Boil for at least 10 mins for under a year and 5 minutes for over a year old. Boil your bottles EVERY time after you clean them for at least up to a year...

Breast milk or formula. Water has no nutrients. Milk has enough water that a baby shouldn't need to drink water.

Depends on how old??? If they are under 12months more milk than anything, and you can also maybe once a day or two about a 4ounce bottle, fill it half and half juice (100% juice) and the rest water. Start giving them that around 6 to 7months old. But if they are under 6months then nothing than just milk.
