I keep coming up with two different answers, -2.5 and -4. Neither makes he equation true.

assuming you want to solve for x then...

9x=5x-3-7
9x-5x=-3-7
4x=-10
x=-10/4
x=-5/2
x=-2.5

to prove...
4 (-2.5) = -10

Your answer of -2.5 is correct
9x+7 =5x-3
=> 4x=-10
=> x=-2.5

Check
9x+7 = 9*(-2.5) + 7 = -15.5
5x-3 = 5*(-2.5) -3 = -15.5
