A reputable dealer will check all the hoses, clamps and belts.Add anti freeze if needed or flush the radiator if necessary and put new antifreeze in. Check the transmission fluid. Check the tires for wear and pressure, check the wipers and refill the cleaning fluid. If the car is not running well suggest a tune up.

Anything that involves drilling holes in the car is a bad idea. Consumer Reports revealed that these rustproofing methods resulted in more rust than no treatment at all.

If they're changing oil weight, replacing wipers with heavier ones, flushing the radiator and adding antifreeze, or putting on snow tires, those are all legit.

The only way you will know is to be present and watch. If you don't watch they will add a little anti freez to your radiator, look to see there are no obvious leaks and give you a bill for $100 plus.
