There are tons of sites out there. Are these legal or not?

last october the federal government instituted the 'federal unlawful gambling act' after including the bill as pork in with a larger anti-terrorism bill that was passed overwhelmingly. this bill does not make any of the sites you are refering to illegal, what it does is make it much more difficult for you to deposit money onto those sites by handcuffing money transfer mediators such as neteller and restricting what they can do with regards to american citizens. for instance, since the bill was passed, i find it necessary to mail a money order to england to deposit money into my online poker account. some people have told me there's an easier way around that, but i seem to have great difficulty finding it. so in short to answer your question, those sites are indeed legal. the difficulty you may have is in depositing money into your account if you don't have any there already.

No. They are all based outside the US. It's illegal for US residents to wager online.
