Why is it better to navigate in cold water?

I have to this hard homework and one of my question was that and i can find the answer!! And its going to get me mad!

This question is extremely sensitive to context. It is not generally true. You're more likely to hit an iceberg in cold water, for example. You need to read the chapter to understand the context of the question. I suspect it discusses a very specific set of circumstances where it is true.
