It means 10 minutes. In addition to the unit of time, there is a unit of angle measure that is also called a minute. 1 minute is equal to 1/60 of a degree. There is also a unit of angle measure called a second, denoted using a double prime, and it (predictably) is equal to 1/60 of a minute. Precise angle measurements are sometimes given in degree-minute-second format, for instance 16°12'32" would be 16 degrees, 12 minutes, and 32 seconds, which amounts to 16° + (12/60)° + (32/3600)° ≈ 16.2088889°. The angle you have is 142 degrees and 10 minutes, or (142 1/6)°. Generally, to convert to radians, you would have:

d°m's" = (d+m/60+s/3600)° = π(d+m/60+s/3600)/180 radians.

10' means minutes
1 degree is subdivided into 60 minutes and one minute is divided into 60 sec
pi radians = 180 degrees(semi circle)
1 degree = pi/180 radians
1 minute = 1/60 degrees
1 minute = (1/60)*(pi/180) radians
10 minutes = 10 pi/(60)(180) radians
