what is the "main computer". If you mean a computer in your home, then, if it's on the same Internet router the short answer is yes. For ease of connection you'll have to have both computers on the same network name with different names for each PC. You also have to specifically share resources on each computer or you won't be able to access each other's computers. If you meant "outside my house computer" then the answer is a little complicated. Your Internet router should have a firewall and so should each computer, this makes the effective answer "No" but there are always ways to get by safeguards. Use caution and good anti-virus and spyware software.

The router is the one that lets you go to the Internet. If you have to turn on your "wired" computer to be able to go to the Internet then you setup the network not right. You usually configure the router with your desktop because for the 1st you need a computer that it is not wireless. Try and turn off your desktop and see if it works.

Generally no. Each operating system gives the networked computers a way to control access. Windows XP provides access to a shared directory which by default is empty - you have to put stuff there to share it. One way to put stuff there is to drag the icon into the folder. If you happen to do this with the C: drive on My Computer or with My Documents, then other computers can access everything on your computer. If this happens by mistake, delete the short cut icon in My Network Places Shared Documents.
