Ok...as far as I know it is a tool mainly used in art. It is a small triangular blade (like a razor blade) that is conneted (by screw) to a metal piece; that looks like a pen. It has a textured handle (for grip I'm supposing).
It's used to make cuts that need to be exact (hence the name..lol). I used it in pottery in High School and also in Jewelry class. People use them to cut stationary as well and cut things out of boxes...like mocking up a box (which means to cut the form of a box out of a piece of cardboard). So it's mainly used in art. Hope that helps. This is my first answer...very fun. Peace!

Xacto is a brand name --of a commonly-used "craft knife." I believe Xacto makes other products, but its "Xacto knife" is the most popular.

An Xacto knife has a metal barrel (3 diameters are available, I think) with a kind of screwable-unscrewable collar at the top. When it's unscrewed, various shapes and sizes of blades can be put into the end, then the collar is tightened to hold it in.
The blades can be pointed, or curved, or there is even a tiny little "saw."

They have many uses in various crafts, but generally scissors generally have to begin their cuts from the outside of an item (rather than anyplace in the center, for example).
