Item sold on ebay. Buyer pays with paypal. I shipped the item to paypal confirmed address. 3 days later paypal put hold on funds and started investigation (Fraud credit card used?). Buyer receives item. Paypal reversed money. Buyer doesn't reply. I sent via USPS insured. return signature received. Items was delivered to a different addresses then actually where I sent. (Forwarding address?). In my return receipt I don't have full address I only have city, state and zip code. Item was shipped to Brown Deer, WI 53223, it was delivered to Matteson, IL 60443. USPS doesn't give me complete address of delivery. What should I do? If I file complaint with IC3 and local police would they help solve this. Does anyone has experience in situation like this?

I have already contacted paypal and they basically said we are done. You do whatever you want to do. (Outside of paypal)

You need to ask the PO for a copy of both sides of the form 3849. Its a peach colored form that the Letter Carrier fills out on the one side and the customer prints/signs and puts the delivery address on the other side. If the receiving office is using the old scanners the 3849 will have been scanned at the delivery office, but if the office has the new scanner a digital picture will have been taken by the Letter Carrier at the site of the delivery. Either way the 3849 has the information you need. You might also want to contact the Postal inspectors and the office of the inspector general. The buyer's local PD will probably not get involved. Jurisdiction needs to be established before local police can lawfully act, and this is difficult to prove for internet crimes. Paypay and Ebay are both very cooperative with fraud complaints, and will most likely refund your money. As far as the person actually getting charged, I think it is unlikely. Ebay and Paypal find it easier to just absorb the loss than to go thruough the time and cost to investigate. Ebay does allow you to rate the seller, but these crooks change their identity often. I would still make sure both Ebay and Paypal are aware of this person.

Probably, you are screwed. However, USPS can check the exact address to which mail is being forwarded (the "new" address) if you still have the "old" address (the one to which you addressed the mail. In addition to IC3 and local police, also contact the U.S. Postal Inspection Service (on the theory that there might be mail fraud charges possible).

I am a regular buyer on Ebay but in this particular case I am not sure what avenues are open to you at this point. I guess it depends on how much money you are out of pocket weather it would be worth your time to pursue this matter. I do not believe that the police would become involved. I think you need to try to deal with Ebay/Paypal and see if you can't come up with a satisfactory conclusion to this. I have gotten "taken" once and the issue was not resolved. I wish you luck with this matter.

You should also be able to complete some forms with USPS so that they can give you the complete address of delivery (it will cost money). Also, file a claim for mail fraud with USPS (they can start an investigation).
Doesn't PayPal also have some type of seller protection?

Have you contacted paypal? They have protection services. If the item was valuable enough, you could pursue criminal charges or a lawsuit if you think it would be worth your time.
