how do i know if the ballast for my light is good or bad???

You replace the bulb and the starter, and if it doesn't work, what's left? A bad ballast.

if the lights start to flicker or just turns off all of a suden when driving and you have to turn the lights off and then back on then it means they are going bad your going to have to replace them or when one light seems brighter than the other

but this only apllies to hid lights
