y - 1 = (-2) (x - 3)
y - 1 = - 2x + 6
y = - 2x + 7

I think the most useful form of straight-line equations is the "slope-intercept" form
y = mx + b
The slope is given m = -2

So we can write y = -2x + b
The line passes through (3,1)
that means x = 3 and y = 1
So, let's plug in
1 = -6 + b ==> b = 7
So your equation is y = -2x + 7

y=mx+c since slope = -2 therefore m = -2

y= -2x +c sub (3,1)
1 = -2(3) + c
1 = -6 +c
c= 7

y= -2x +7
