I understand you want to help your friend but it is up to your friend to help herself!
She needs to get a temporary restraining order (TRO) against her daughter if she believes she is in danger!

Beware!! If the police feel it is only a domestic problem they will not do anything. People like the daughter may have something mental going on and will not be held accountable for their actions.

I am not sure that it has a particular meaning other than she is a bit on the odd side. You can display just about anything you want as long as it is not obscene.
If you got involved between two family members, you have made a bold move. These situations often go from bad to worse. If she knows you and you know her, there may be trouble ahead. You might ask the police to amend your report to include this flag. They may see it as a threat and investigate it.
