First trim with an electric trimmer and/or sissors. Get as close as you can. How can I put this lightly? Use the sissors to cut off hair on places that would worry you to put a razor. Trust me.
Then use a lady's razor and shaving cream to finish the job. Draw a bath of warm water then start shaving. Try to get it the first time. If you reshave the same area, you'll irritate the skin. Then put some skin cream on it. Also appily skin cream for days as needed.
Then keep a razor in the shower and shave as needed. If your going to do it, do it for sevaral weeks so your skin will get used to it. Even if it's not a perminant change, this will make it easyer on you to come back to it in the future. Your skin needs to be tough.

My advice is don't do it. It serves a function. But if you must, here's the how to:
1. Prepare for scrotum and pubic hair shaving by selecting the best sharp razor and great shaving cream. A shaving cream for sensitive skin works best, and brands like The Art of Shaving, Colgate, and Neutrogena are all options for shaving this area. Choose a new razor blade on a razor you’re familiar with so there are no surprises.
2. Hop in a steamy shower. Take a full shower before shaving, so the hair gets soft and easier to shave. Get a full lather of shaving cream on the base of your shaft and around it, as well as the scrotum.
3. Start shaving at your shaft. Stroke downwards from the head of your penis and then continue to shave around the upper pubic area. If you’d like a completely clean shaven look, continue to remove all the hair around the shaft as well.
4. Continue to stroke down into the hairline around your testicles, and then carefully shave your testicles with a smooth upward motion.
5. Rinse and dry the area carefully. You’ll want to moisturize your skin afterwards for comfort, and adding a slight dusting of powder can help with any potential chafing.
Tips
*Remember: the pubic area is quite sensitive, and it may take some time for your skin to adjust to the razor. A perfectly smooth shave may take a little time to achieve.
*Rinse your razor after each stroke! Just like shaving your face, a clogged razor can alter the effectiveness of the shave.

Trim it down with a beard trimmer or hair clippers. Stop here you may like the trimmed look better. Or if you decide to go all the way after you trim it then get in a hot shower. This where I use a shaving oil instead of a foam or gel because you can see everything. Take your time, this is not a race and you don't want to nick anything down there cause then you panic.

What ever you do , dont use the same razor that you use to shave facial hair! thats a no-no. if you dont shave your facial hair then use nair or veet
