Blood has a pH value of 7.34 to 7.45
Bases like Bleach have a higher pH value.

In a healthy adult, blood pH is usually slightly alkaline (around 7.4). Even a weak base will have a pH above 7.35. So all of the chemicals the previous person posted is correct. In staying with physiological norms, though, a solution of around 5% or more sodium bicarbonate (baking soda) would be more alkaline than blood.
