For some people it's about making an educated decision. Friends may have been in similar situations and can offer insight based on personal experience.
There are some people who use this tactic as a way of avoiding responsibility. They will take credit if their decision works out well and blame others if it doesn't.

I would think that the reason is that they don't want to be wrong. People might laugh at them for being wrong or call them stupid. Nobody wants to go through the mockery or the put downs. It's better to avoid the situation, so instead they ask a friend, in hopes that perhaps they will make a decision.
It's the fear of being wrong, that causes this.

Maybe they have already made the decision but are asking others opinions to be sure they made the right decision. Even if they get the answer they're not looking for, they can argue this "wrong" answer at least to themselves.

Many people feel the need to conform to other's viewpoints simply because they don't have enough esteem about themselves. These are the dependent personalities; the one's that would rather give in to someone else's wants/needs/desires, than justify their own. It is easier to say, "whatever you think" than it is to say, "no...this is what I think."
