It has morphed into more than just a comment about appearance. At one time it meant clean, shaved and well barbered. Now it generally means some one who would value creating a good first impression, a person generally clean in body, thought and deed. A 'clean cut kid' probably won't rip you off, and is presentable to society.

Not really, although the two are linked. A clean cut jawline (which is what I guess ur talking about) is clearly defined, firm, no excess fat. As if it's been cut cleanly from the mould. Facial hair (long may it grow!) would tend to mask this. Hope this helps.

around here people use it to say that a person looks nice. They're clean-shaven and just clean in general. They're clothing is modest, etc.

Usually more than that but its a cultural thing and can mean different things in different cultures In American and western European society it usually means well dressed, and well groomed, with clean conservative apparel and fitting into cultural norms.
