I just looked @ the current jersey & it is mostly orange, but I can recall when it was mostly brown with orange on it. The colors are actually brown & orange. (Wikipedia lists the official colors as: Seal Brown, Burnt Orange, and White)
Regarding the name...I found conflicting stories...here they are & the links...
The Cleveland Browns were founded in 1945 as a charter member of the All-America Football Conference, under businessman Arthur B "Mickey" McBride. Not long after gaining the franchise, McBride named Ohio State Buckeyes coach Paul Brown as vice president, general manager and head coach. A fan contest was conducted to determine the name of the team, with the most popular choice being "Panthers." However, Brown objected to the name after finding out it had been used by a semipro team in the city--one that had a reputation as a chronic loser. This prompted a second contest to choose a name befitting a champion.[1] The Browns say this contest yielded the nickname "Brown Bombers"--after reigning heavyweight champion Joe Louis--and was shortened to "Browns" for the convenience of headline writers. However, to this day, rumors persist that the team was named after Paul Brown himself.

as the first answer notes it is named after Paul Brown he was the original owner of the team when they were first founded. In the 90's when Art Modell moved the franchise to Baltimore the NFL actually promised Cleveland a new franchise and would be given the same name for the sake of history.

Brown is not for the color, but there old time coach/part owner Paul Brown.

He started the Browns and when Modell forced him out, the Bengals of the Old AFL who basically had the Browns uniform with "B-E-N-G-A-L-S" on the helmet originally.
