Setting up a wireless network can be tricky and frustrating! Try plugging in that laptop directly into the router with an Ethernet or usb cable. Update windows AND the drivers for the wireless card.
Windows 98 DOES work with wireless cards, but It sounds like you need those updates.
It may not work right away. Make sure you shut everything off including the router for at least a good minute before you try again with the new updates.
Also, you may need to set up the network ( most likely if it is a lyksys) from a computer that is on the network. The wireless router wont accept new computers if you don't set it up properly.

Does your network have security? Its possible that you have not entered the network key. Or, you have SSID broadcast or MAC filtering or something like that enabled. Some computers see that as a reason not to connect which is beyond me. You could also play around with the firewall, its likely that the wireless card is not allowed to connect. Also, the same configuration does not stay with the wireless card, you have to create a profile on each PC.

Good Luck!

I suspect the network card needs to be configured for your wireless router. You had it configured on the old pc but that configuration file remained on the old pc hard drive.

Check out the instructions that came with the manual (or download it from the internet). Configure the wireless card to match the config set up for wireless on the router (encryption, preshare key, etc).
