1 (the only number significant is the 4). Zeros directly after the decimal don't count. Just think, you could write that same number as 4 x 10^-4 <---- which clearly only has one significant digit!

a good rule i always use
RULE: If you remove the zero from the measurement and it changes the value of the mesurement it is NOT significant
so if you remove the first 0 from .0004 it comes to .004 which means the measurement has been changed therefore it is not significant
how many significant digits does 204.203 have?
well the 2 and the 4 and the 2 and the 3 but what about the other two zeroes well let see if we remove them both do they change the value of the measurement, yes. therefore they are not significant and 204.203 has 4 significant digits

Probably one...it depends on whether the implied, trailing zeros after the four are actually measured. If they are measured, they should be reported, and the number of sig figs would increase.
