Because Bush decided that taking out Hussein, who had nothing to do with 9/11, was more important.
Just think what would've happened if we had put 100,000 soldiers in those hills where he's hiding. For FOUR YEARS. Think we would've have found him by now?

This fake osama is a big help to the US political parties as it was a help for President Bush in recent elections when he (osama) helped bush to win elections. Bush himself said soon after his re election as a president that osama had been a help for him. (see his speeches soon after his re election as president)
Same will happen this time, these fake osama's will come out till the elections and untill the bush based parties win he wont go and next time he will appear in the elections after these ones.
Now i'll tell you how this osalam binladen is fake:
Bin Laden is totally different from what he was in 2004 when he last appeared on the internet. He seems to be more young and more healthy. I have noticed some other changes that i will love to explain.
1. His beard is think and seems to be perfectly trim just like the fake (not real) beard.
2. He is wearing a ring in his right hand whereas it is strict order for muslims to put on ring on their left hand (if they wear any). By this I conclude that he is a fake osama bin laden. totally makeup made.
3. His is wearing arabic suit this time whereas he normally wears Afghani suiting whenever he has appeared.
4. This osama bin laden seems to be fresh whereas he is geting old and he should have been rough looking.
I wonder why does this Osama bin laden only come at the times when the elections are coming in USA. Maybe its because he can make more enemies and most probably because he can help the anti-Islam US candidates to win elections. Bush said that osama helped him with re election.

Possibilities:
-he's in Pakistan, out of reach of Western militaries
-there are not enough resources committed to catching him because of the Iraq distraction
-it's convenient to have him running around, to show people that there is a big bad enemy out there
-he doesn't really exist. See previous reason
-he's got great camouflage and can keep evading capture.
You can pick.

Bush needed his scare card roaming free to keep the people distracted from the fact that his cronies are stealing 300,000 barrels of oil from Iraq every day.

I had wrote a letter to the American consonent in chennai just after the WTO tower attack. I had admitted that Laden is just a shadow and they cannot catch. I had also noted that he may have trouble in lungs. (I wrote on the basis of the Astro-neumo-Namology founded by me) I re admitt my statement

How can he be caught and brought to justice when he is a guest of the Saudi Arabian government? They have to accommodate him, as he is in the position to black mail them politically.
The Saudis are a loathsome people.

Because he's hard to find. We are looking, despite what most Americans think. We aren't devoting all of our resources to him, of course, but we are looking.

May be because we need an evil person image to maintain our fears of terrorism. If we catch him and kill him,we would need another person to replace him,and he is hard to replace.
If we don't, war against terrorism may lose it's meaning.
He is a symbol to be hated,we can not afford to lose him
