From the writings we have on such matters it is obvious that a Muslim who lies, bribes and cheats, but obeys the rituals of prayer and fasting as it is written has still committed evil - but how this Muslim should or even should this person be punished by the divine that is the issue for providence to decide and not us mere mortals. It its our role to bring such a being to punishment under our laws that we believe to be divinely inspired - but not for us to know what eternal will decide on such a matter - we can only speculate, but we many be very very wrong.
As to the non-Muslim who does not sin I would say this is not a question that can be answered. The reason for this is due to the fact that all humans (Muslim or not) commit sin. No one can live a life without sin - it is part of the human condition. So this question cannot be answered. In theory only you would say the non-sinner, but who can someone live without at some point committing sin? Look into yourself and if you can say you honestly know of someone or you yourself have never (or might have not) committed sin - only then will you find the answer to this question.
Good Luck!!!

Well, I can see from the answers that everyone is shouting and saying they can not speak for the mind of God, that is a good sign, I agree with that totally, but I am wondering, if so ,why all this angry religious , manic comments in this section, and some are playing the role of preachers, not only that a preach should be a qualified person ( some think they are qualified ,belfahlowah and some readings) ,,
Alhalal is known and alharam is also known, we have to dive into the spirit of the religions to know them better, to those who preach all the time: do you think you can accomplish this mission, (regardless the young age, and the may- not full understanding of the Arabic language (or abn embarh in Islam)..??
If you can relate your fatwa to some web sites over the net, which really does not prove anything, I could find 100's of web sites where they believe that we should pray to a sow, are they correct?
Sahar: One is more dangerous to the society than a Muslim who prays and fasts and his sins are limited to him self, The person who irritates others by complicating the religion ,and manipulate minds, on purpose or by his mania / ignorance, the result that lots of people fled the religion instead of being closer to it..
That happened when these extreme phenomenon started to surface, some are converting not to Islam any more, but even away from it, (kafaroh al nas men 3ashethom)
Lots were said in different situations under different circumstances, we have to dig hard to be able to know why, and how were said and do not call for an absolute judgment
People of different faiths and religions ,are so convinced that they are right, each one accuses the other of being wrong (kafer), we can discuss that for ever and we will not reach any result , so the best thing to do, to keep the good relations and keep what is for God to God,,, we can not play his role..
@Sahar: What is *a new Dogma* !! It is just the history repeating itself,,

Nice to see you back Sahar, I didn't see any questions from you for a little while, hope that all is well with you inshallah.
This is going to be a really lame answer but i cant say anymore or in anyway better than the way that Zoser has answered apart from* its not just about the Arabic language its about putting the meaning of the words in the relative lingual context, in the time, place and the cultural norms.
I'm not saying anymore because there are many cowards these days that keep reporting my answers and my answers being deleted.

see Sahar, i can't speak for the mind of Allah on who will be punished more.
but what i can tell and assure you, is that we, people, will consider the muslim in this case as an evil, while the non-muslim as a good person that you'll love to be with and deal with.
for the muslim in this case, harms people and is not obeying Allah ....... so, considered disobedient to Allah.......... but, still remember that Allah doesn't accept those who don't believe in His Oneness, for it's cosidered a major sin that can't be forgiven at all .
see now, it's a bit complicated !!
but we as humans living on this earth, then in this case, the muslim will be avoided and disliked by both muslims and non-muslims.

God only knows and judge who will be punished more or less. God forgives anyone he likes to. God knows always better than all.
A Muslim may ask God to forgive him one day. I wont compare here with Non Muslim, but with non believer of the only God. If some one knows the way to the only God {Allah} and didn't believe in, this one may go to hell. All the way God knows.

you mean, if i were God? what would my judgement be? that's a very tricky question, because if i were God i d know why some people are evil in the first place..i d know if it was a genetic thing or is it an environment and a matter of choice or not...anyhow, i really am not sure but common sense and justice that is one main adjective of God's says that God won't punish a beautiful soul just because he/she isn't "muslim"..that's what i think..

there is a quote which says: Let the man without sin throw the first stone'. - which i take that no one does not mistakes...everyone has a sin, but a muslim who prays n fasts and doing a lot of sins is of course better than the other one u mentioned, cuz at least this sinner muslim believe in god and he knows that if he asks god for forgivness, god will answer his prayers...we are not angels sweety, everyone mistakes but the best of them, the one who asks for forgivness...

Everyone sins pal. It is in our nature. That is why we need a Redeemer as all have sinned and fallen short of the glory of God.

God only know because simply God creates us & he the only one knows what inside us.
If you don't make sin (which is impossible by the way for human being in general), if you don't, it doesn't mean that you are good, may be that you didn't take the chance to do!! & the Opposite is correct.
So God only knows what would you do in all cases & then he can judge you.
@Kalooka: Sorry brother but I have objection in your sentence "If I were God" for any reason, it's not accepted at all to put yourself in God place even if it is just for example to explain your point of view.
Thanks
