Let x = width, 1.3x = length

Find width:
2(x + 1.3x) = 31
2 * 2.3x = 31
4.6x = 31
x = 31/4.6 or 155/23 or 6 17/23

Find length:
= 155/23 * 1 3/10
= 403/46 or 8 35/46

Let the width of the room be w meter
Therefore,the length of the room is 1.3w meter
According to the problem,
2(w+1.3w)=31
2(2.3w)=31
2.3w=31/2=15.5
w=15.5/2.3=6.74 meter
Width of the room=6.74 m
Length of the room=1.3*6.74=8.76 m
