The needle and seat in carb is dirty.It's easy to clean.Take carb bowl off and clean the seat-it looks like a small pointer and it's connected to the float.

Its a common problem - i own a few 14HP briggs motored tractors with the same issue.
First id change the oil. Running it with the gas in there will destroy the motor- it thins out too much .
My Murray originally had a 'solenoid' on the bottom that shut the fuel flow off when stopped. I ended up changing on a spare carb i had and noticed it does the same thing, since it was cleaned before putting it on, i just put a fuel shutoff valve inline before the fuel filter. The valve runs about $5 and since it ran fine as is with the seat issue - i just close the valve when i park it. The fact of putting it ahead of the filter means you can change it w/o dumping the tank.

Jeff is correct, make sure that you disconnect the fuel line and plug it or elevate it before you take the bowl off the carb. If you take the needle valve to the repair shop they can match it with a new one.
