The neighbors poured one without a buffer, and now my glassed in patio has a wet floor.

if you are pouring new concrete up against dry concrete,
like adding on to a sidewalk or patio, they make 10 ft.
strips of stuff called expansion material, you buy it in differant
withes and cut the size you need and put in between wet and dry concrete. it is like a 1/2" thick, usualy 4" to 6" wide and
10 ft. long. it is like gooy tar when it is hot. the material expands and decreases, with hot and cold weather, this protects your concrete.

I would be more inclined to see if his added pad is higher than yours. Then the water would run "down" onto yours. If this is the case try to provide drainage or a higher barrier to divert any water flow.

yep concrete will absorb water,
like the other person said , put in a baffle,

You will want to put in an expansion strip anyway--that will act as a water barrier.
