Can an ordinary Cuban take money that they earn, or that is mailed to them, and go to the airport and buy a round trip ticket to Jamaica for a week?

I would love some URLs that defend your answer.

Short answer : no they cant.
Long answer : For a Cuban to Travel they need at least one of these things :
- Have a petition from a US Citizen parent , brother/sister or a son/daughter to travel to the US and then go thru a series of interviews and permits (by the cubanand US governments) to leave. Costs around 2 thousand US dolar
- Have a letter of invitation of a friend from another country , have it legalized , notarized etc and run more or less the same process of interviews and permits as the above situation , costs around 800.00 USD
- Marry a foreigner and then do the same process mentioned above, same cost as above
All these process have to be paid for in US dollars and regular cubans do not have access to them as they get paid in Cuban pesos , unless they buy Cuban convertible pesos ( CUC ) which is almost equal to the US dolar but only in Cuba , and it costs 25.00 cuban pesos to buy just one of the CUC , the regular salary for a cuban is 250- 300.00 pesos which is more or less 10- 12 dollars

The plain ticket is not sold in Cuban pesos , but in dollars or EUROS , so in general ; NO can do....is nt that easy as for us here in the US that go to an agency, the web or the airport and buy an airplane ticket.

...and sorry I do not have a website to "defend" my answer but I am a cuban inmigrant that had to go thru one of those processes to be able to come over here, I had to even turn in my own apartment and all the furniture inside 3 days before I flew here 9 years ago....

Firstly - like most people from developing countries - the Cuban would need a visa from the Jamaican government. For most Cubans that is actually the hardest thing.

Then they need a notarised letter from someone in the country they are wanting to visit. Then they need permission to leave Cuba.

For some Cubans - particularly professionals, healthcare workers and dissidents - that is difficult to obtain. For most Cubans, if they can get the first two, the third is relatively easy.

Cuba is a beautiful island, i should know since i was born there, mi currently live in the US but i can visit when ever i want to, it has some of the most beautiful beaches you will ever see, it is a shame US citizen cant visit it, they should have the privilege to visit Cuba, eventually when Castro dies everything is gonna change, but it is going to take some time, is not something that's going to happen from one day to another, people are really nice over there as well, hotels are beautiful, maybe in the future you can visit it someday, hopefully it won't take long since Castro is really old.. jejejeje
