The moment a country launches its own satellite it acqures the capability to have its own intercontinetal missile programme . But there is a major technological gap between satellite system and missile system . Satellites are made to never return to the earth surface but intercontenetal ballastic missiles are different ; they leave the earths atmosphere and enter the space and then re-enter the atmosphere to reach its target ,, while re- entering the atmosphere it faces huge gravitational pull and hence huge pressure and heat,, to negotiate this problem intecontenental missiles are made of such matterials tht it can sustain the pressure and heat while re-entering the atmosphere this technology is secret and countries having such technology never share it.
So as for ur question ,, could india convert its PSLV into intecontinental ballastic misile system the answer is no,, yes there is no doubt that PSLV system has made india capable of having its own intecontinental missile system but it is only half of what is required in intercontinental missile system the other half still needs to be developed.

Compared to lifting a payload to orbit,
lofting it to a ballistic orbit is trivial.

satellite deployment technology is key to nuclear weapon delivery. It's one thing to get a rocket in space. It's another thing to get it down with a warhead. Before Clinton took office, China did NOT have this capability. But, they do now, thanks to him.
