I have many reports against him, vandalism, harrasment, threatening, etc. Police say, did you see him? It doesnt matter cause I dont know where he is to put a restraining order against him. (the judge told me) I bought security cams and vcr to hopfully 'catch' him for the police. Shouldnt they be more concerned? I even relocated to hide from him and he Still found me again. I, myself, am not worried but I have children and a husband that is away for a few months. ( plus he has vandalised 3 of my vehicle, yes police were notified ) What are my options, how can I stop him?! Please help too many years this has went on.

Wow that sucks.
I was stalked before and I bought a dog that'd grow up to be big and protective ... before she was a year old she put him on the road.

Maybe that would help you too?
But you have to keep the dog inside and an eye on it outside or the guy will either befriend it or kill it.
Wish you the best.

Sorry the police are not helping you more and yes, I believe they should be more concerned than they are. Don't know the cost of doing this, but maybe you could hire an off duty police officer to 'watch' your house and try to catch the guy that way. Or maybe hiring a private detective to find out who this guy is.

After reading your details, I wonder if this is some guy you actually know...someone you work with, someone your husband works with, someones husband, boyfriend, brother, cousin, etc. that knows one of your friends that would have all that information on you, somone you attend church with, you workout at the same gym, etc? For him to keep finding you and getting your cell phone number even when you change it is what makes me think that. It's almost like he knows too much to be a complete stranger.

If I were you, I would buy a gun and learn to fire it with confidence and accuracy, or keep a large can of mace handy like the kind on the website below.

You didn't say how he harrassed or threatened you (in person, e-mail etc). The police cannot do anything until they have proof. The cameras are your best bet right now. Police have too many other duties than concentrating on one person. I understand your concerns but thats the way it will be until you can provide proof.
