A rational number is described as one that can be written as a fraction.

-9 obviously can (-9/1, for example)

4.1777.. also can, although you may not be aware how:

let f = 4.1777...
=> 10f = 41.777....
=>100f = 417.777....
=> 100f - 10f = 417.777.... - 41.777...
=> 90f = 416 - 40 = 376
=> f = 376/90

which is a fraction! So 4.17777... is rational!
