The French started it and failed. The United States got the job done during the Teddy Roosevelt administration.

The US Government mostly. They leased the land from Panama for the express purpose of building the canal. And once it was completed the US maintained control and administration of the canal directly up until only a few years ago.

All I know is Teddy Roosevelt was among those involved in the building of the Panama Canal in 1914

Years before it was built, Capt. US Grant had to lead the regimental band, the wives and children of the soldiers across the Isthmus of Panama on foot. He lost most of his group to dysentery or cholera, including all the children. One of the things he wanted to do as president was find a better way across that strip of land.
What I am trying to say is: US Grant put the idea up and it took awhile to follow up on his idea.

Most of the grunt work was done by the locals. I believe that the building initially was attempted by the French, then the Americans were able to complete it.
