to fight terrorism,would it be fair to release terrorists who have been caught after a lot of bloodshed, just because a few innocent people have been taken hostages. should not the government frame out rules in advance so that all individuals are aware of the consequences

I think the best way to prevent hostage taking is to make sure is does not accomplish it goal of the hostage takers. The fist response to a hostage taking should be to grant POSTHUMOUS honors to the hostages. The second should be to order Special Forces to terminate the hostage takers. If any hostages are recovered alive, that is an acceptable SECONDARY outcome.

In case anyone is unclear, I an fully aware that posthumous means AFTER death. I deliberately used that term.

Its better to just shoot the terrorists in an encounter then capture them but if they have been captured they should not be released in exchange for hostages.

Some countries have clear rules on this like Israel and U.S.A. The rule is quite simple no negotiation with terrorists who take hostages.

if you want to eradicate terrorism then 1st we need to know what the cause and what is the reason behind this.
you can kill a terrorist.
but we need to know the ideology behind it and then only you can eradicate this.
