look under the car and see the brake cable where it Y's off one to each side of the car brake drum. now check and see how much slake you have in the cable, you may need to pull the E-brake all the way up as far as it will go, then check the slake adjuster and see if it is tight, then adjust the cable until you can engaged the E-brake with ease, if you can't adjust the cable enough to get the E-brake to hold then you will need to replace the brake shoes on the back of your car! Good Luck!

Emergency brakes are cables that attach to the rear brakes so that, theoretically you can eventually stop it in an emergency. When you apply the brake, there is a slotted sprocket that a spring loaded catch clicks into so the handle will stay. It sounds as if the spring that allows the catch to engage the sprocket is bad or broken. The noise you hear is probably the metal base of the brake shoes rubbing on the drums because all of the brake material has worn off of the shoes. You will probably need new brake shoes, and, if the drums are damaged, you may need to have them turned (which means they put them on a lathe and smooth the inside). If there isn't enough thickness left to turn them smooth, then you will need new drums. The front brakes do about 85 percent of the stopping work under normal driving circumstances, but the emergency brake only engages the rear brakes, so I'd get them worked on as soon as possible. (One small point to the individual who said "leaking air from the lines" automobile brakes are hydraulic in nature and use fluid in the lines, not air. Pneumatic brakes are usually found on trains and large trucks)

TRY FINDING AN INDEPENDENT SHOP INSTEAD OF THE DEALER OR A CHAIN STORE BECAUSE YOU WILL BE OVERALL MORE PLEASED WITH THE FINDINGS AND THE SERVICE.

LEAVE IT THERE WITH THEM SO THAT THEY CAN FIND THE PROBLEM FOR YOU, IT WILL BE A LOT BETTER THAN JUST REPLACING PART AFTER PART AND NOT DOING ANY GOOD.
