Question on Philippine Law. I'm from Philippines, I want to use some screenshots of Phil. TV programs to one of my website, and let my members / visitors rate the program / or post some comments. Is it copyright violation?

But let me clear it that I was the one who created the screenshot (using tv capture on my PC)

In the US, using a snip-it from a copyrighted program as part of a critical review (as in 2 thumbs up) is considered fair use and does not require permissions. I suspect that PI has copyright statutes that parallel US code.
