Cement is the base ingredient of concrete. Cement turns to concrete after you mix water sand and gravel with it.
A great many people use either term, when referring to it in either state. Think of it this way, a cucumber is made into a pickle, but it is still a cucumber. That might not be the best example but I hope it helps.

A lot of people call concrete (cement) because Portland cement is one of the ingredients actually concrete contains cement,sand,and crushed rock in varying sizes.

cement is mined its brought to concrete plants in a powder form
called powder trucks they blow the powder off into the plant then it is mixed with the appropriate aggregates and chemicals to make the exact concrete mix that is ordered but the only real difference is
concrete has aggregate in it (stone usually but they do use other stuff) cement has no aggregate its smother

Oh, goodness me, I really hope that you are not in to doing some DIY!
Concrete is the stuff that we put into the ground to build houses (or whatever) on - it is strong but take a bit of a while to dry (about an inch a month). Cement is just a mortar - the stuff that you stick bricks together with - or use for 'pointing' them (very basic but close enough).
Let me know what it is that you plan on doing - and then maybe I can tell you what you need to buy!

It is 2 words that mean the same thing. cement is concrete and concrete is cement.
Cement is also used in concrete. The quickcret building material is cement/ almost like plaster and not very strong. This goes into concrete to make the concrete stronger and bind the materials together.
