I notice in some parts of the world you can see things on the ground in almost perfect picture quality... other spots you can't see anything.

it depends on the age of the pictures. the older pictures were taken with older equipment that wasn't as clear. As technology improved and became cheaper google earth stallite photos improved. Also some areas are left unshown because of security reasons. The same thing has happened with google "street view" maps where the ones in new york aren't as clear as the ones in san francisco.

Exactly. Those fuzzy spots are where the secret weapons labs are located.

GoogleEarth is made up of many old pictures. Some are about 2 years old, and others are much older. Some are taken during the winter months, and others are taking in the late spring and summer. So you have areas that show the trees, that hide details.

But if you RUN outside right now and hold your arms out... you will be in the next satellite pass and be included in the next update of GoogleEarth.

Depends on the imaging they bought for that part of the clobe.

Where I live in a major town in norway, we're a blur, but my wife's parents across town I can almost look in their roof windows.

They are gradually improving all the imagery IF they can . .. maybe NO decent images available.

the google satalite has no permission to 'see' those 'hazy' places to the requested resolution. that is why some places do not show things at high resolution.

this may happen due to security reason.

have cumulonimbus cloud that kind of cloud at the particular area so not clear

mean maybe this reason (low cloud)
