Thre is a choke that seems to be stuck in closed .Also, take out the airfilter sponge and clean it . If it's a cheap one look for an ew one they are not expensive. put the sparkplug on the boot and rest it on the cylinder, then pull the cord and lookif there is even a spark.
Have you considered a pushmow ? good exercise no pollution

The pull string is probably damp for from either a spill or being rained on, this shouldn't effect anything, your engine could not be starting for a lot of reasons. You may have a dirty carb or air cleaner as previousy mentioned, this would be the first place I would look because it is easiestremove the air cleaner housing (usually easy once the center screw is removed, just lifted off) then give a short spray of carb cleaner into the carb. I try to use premium gas more then not in my small engines because the extra volitility when you are starting a cold engine try pulling the cord slowly just to prime the engine once or twice then pull hard. If you have tried all of this and you are still haveing trouble use an inductive spark detector (can be bought at murrays for a few dollars) it clamps onto the spark plug wire and only lights if the spark plug is arcing and is far easier to see then a tiny spark in mid daylight.

You can check for spark yourself. Take the spark plug out and reconnect the spark plug wire to the plug(place or tape if it won't stay there) against some metal part of the lawn mower and pull the cord or turn the key. You should be able to see the spark.

Before you go to all that trouble, check the air cleaner. If it is stopped up with dust and such, the engine will not breathe. Pull, crank or whatever, you will always get a wet plug if there is no air that can get into the cylinder that can make it roar to life.

Some air cleaners are paper, and you can slap them against your shoe sole to knock out the dirt. Plastic or foam cleaners can be soaked and wringed out with gasoline to clean them.

Check this FIRST because it is easy to fix if it is the cause. If this fixes it, buy a new air cleaner / filter so your mower can breathe easy again.

no , take plug out lay it on the head, crank engine, plugs on mowers should be set at 35 to 60 thousands,
what Kind of plug did you replace it with ? a hot burning one or a cold plug,
are you flooding it ?

magneto, which fires the plug ,may be burnt.. =no spark.lay plug on engine metal & watch for spark as u crank. check actual contact on safety handlebar shutoff by tracing handlebar wire down to engine casing. note the direction the wire pulls, feel the end of the wire lever with your finger & pull the lever in the same direction that the handlebar. hold the bar & crank again....worked for me!
