There is no such law -- and it would be impossible to enforce.

The idea has been tossed around for centuries, and every attempt do something like it has failed spectaculary.

The sole exception -- is a person has a specific unique DUTY to the the victim, or with regard to the criminal -- then they can be prosecuted for failing to act.

But that duty would have to be something like parent-child, or the duty of a common carrier (bus driver, etc) to care for their passengers, or the duty of an on-duty police officer -- something specific.

It's not possible to prosecute people for doing nothing -- they can only be prosecuted (except for the special duty) if they contribute the problem or make it worse.

There is no law like that. It's a matter of performing a civic duty and doing right thing by helping those in need.

there's a couple of different laws but it really sounds like the good samaritain law.
