Dell Latitude charger strap broken?

i have a dell latitude d620 and on its charger, there is a strap that you can wrap around the cord. it broke off and i was wondering if anyone knew how to put it back on?

Simpler to buy a new double sided velcro (hook and loop fastern amterial) strip and use that.
