I believe he lived in France for a while, and possibly still has a mansion there. Perhaps he picked it up while living there?? Or, crazy as it may seem, perhaps he learned it as a kid just as most kids in other countries learn at least 2 languages? The USA is one of the only developed countries where it's unusual for people to fluently speak something other than English...and sadly, many native speakers do not do it well at all.
On a side topic -- why on earth would anyone assign that for homework? Why would you need to know why someone speaks another language.
