A perpetrator is someone who does somethingn negative to another person. For instance, she might be the perpetrator of a crime. She did the crime to someone else, so she perpetrated it.

A "perpetrator" is one who performs
(i.e., "perpetuates") some act.
It is NOT necessarily a "bad" or "criminal" act.
For example, if I organized a surprise birthday party for you,
I would be the "perpetrator" of that party
(most people would not find that to be a felonious act,
unless, of course, the shock of the surprise
gave you a heart attack, in which case,
I suppose I could be arrested for Premeditated Murder!
However, since you misspelled two words in your question
(one of them being the word "however"!),
you could have been arrested

Yes, a perpetrator is someone who creates or does something. In itself the word does not imply wrongdoing; but it has increasingly taken on that meaning. Police use "perp" to mean the person (usually unknown at the time) who committed the crime.
