No it has to be a picture ID. But you can get one at DMV for something like $15.

If you have money in an account, you are allowed to withdraw it.

IF THERE IS A CONTRACT THAT REQUIRES YOU NOT TO UNTIL YOU REACH LEGAL AGE, THEN YOU CAN NOT. BUT IF THERE IS NO CONTRACT, YOU MAY DO IT AS OFTEN AS YOU WANT AS LONG AS IT HAS A BALANCE.
