It depends on what you're looking for? If you're looking for tall buildings maybe it's one city. If you're looking for history it may be another.
Here's how I see it.
coolest people to travellers & tourists: New York and Berlin
best je ne sais pas: Paris
most romantic: Paris
best food from all over the world: London
best food from that country: Rome
best old architecture: Wien
best new architecture: New York
best night life: depends on who you know there, if you don't know anybody anywhere, it's Madrid, good drinking value and you can walk from place to place.
coolest bouncers and hotel staff: Berlin
best seafood: Tokio
best technological wow factor: Tokyo
best for just chilling out and relaxing: Amsterdam
If you're just talking about visual beauty and nothing else, I'd have to say one that's not on the list(San Francisco) or Paris followed by New York.

In terms of man-made beauty I'd go with Paris. The flowers, the fountains, the architecture... If you're thinking natural beauty I'd go with Rio de Janeiro with it's hills, beaches and water. Supposedly, Cape Town is even more beautiful (in natural terms) but I haven't been there.

Every city has something beautiful about it
Rome has the religious splendour
London has the pagentry and the great and dark history
New York has the atmosphere and constant buzz
Tokyo has that ultra modern feel
Paris probably has the architectural beauty (but that's because it didn't get the sh*t bombed out of it like most other
european cities - the advantage of early surrender)
It's down to individual choice.

I've only been to Paris and London. But of those two, Paris is definitelyl more beautiful. That city has a vibe to it. You're very aware that you're somewhere special.
