English is England.

I am both British and English. I from England, hence I am English. But anyone from either England, Scotland, Wales or Northern Ireland is British.
Much the same as being French, German or British and being able to call yourself European.
They are interchangable, but it depends on how specific your being. Often people state if they're English/Scottish etc because it is easier and avoids confusion. Also it is a part of their identity. Much like people from New York will say they are from New York rather than just America.

I think that British tends to refer to the entire British Isles set, like Wales, Scotland and England (all parts of Britian). English would refer to one from England itself (although one of Welsh or Scottish descent might not consider themselves "English."
